군산 미해군MRO 기지 건설은 ‘하나의 전장(One Theater)’ 연결 시도
전쟁위기 고조시키는 군산 미MRO 기지 건설 절대 안돼!
우리 정부가 대미 관세협상 카드로 군산에 미해군MRO 기지를 건설하는 안을 제시했다는 소문이 증권가 찌라시 형태로 돌고 있다. 트럼프 정부에서 서해에 미해군 MRO(유지, 보수, 운영) 기지 조성을 요구한 데 따른 결정이라는 것이다.
미 트럼프 정부는 취임 초부터 한국에 조선업 협력을 요구했고, 이런 흐름에 발맞춰 HD현대중공업, 한화오션 등 국내 조선사는 미해군 MRO 사업 입찰에 적극 참여하고 있다. 최근 회자되는 증권가 소문은 한미간 MRO 부문 협력을 강화한다는 수준을 넘어 미해군 유지보수 기지를 군산에 건설하는 군사기지 확장을 의미한다.
평택-군산-제주로 이어지는 서해안 기지는 미국의 중국 해양 진출 봉쇄 의도에 발맞추어 강화되어 왔다. 특히 군산 기지 역할 변경이 문제다. 올해 4월 일본 <아사히신문>은 일본 정부가 미국에 동중국해-남중국해를 ‘하나의 전장(One Theater)’으로 묶자고 제안했다고 보도했고 일본 정부는 보도를 부인하고 나섰다. ‘하나의 전장’은 대만 유사시 주한미군 개입을 의미한다. 비슷한 시기 <연합뉴스>에서는 미군이 5세대 스텔스 전투기 F-35A 1개 비행대대(20대)를 군산기지에 상시 배치하는 방안을 검토 중이라는 보도도 이어졌다. 이런 흐름 가운데 흘러나온 미해군MRO 기지 조성 소문은 결코 가벼이 넘길 수 없는 문제다.
만약 군산 미해군MRO 기지 건설 소문이 사실이라면 이는 새만금신공항 미군기지 확장 사업과 더불어 한국을 남중국해와 하나의 전장으로 묶는 전환점이 될 것이다. 이 때 군산 미군기지의 역할은 ‘한국 방어’에서 남중국해 유사시 주일미군과 공동 작전이 가능한 대중국 기지로 전환된다.
이 일련의 변화는 이른바 주한미군 ‘전략적 유연화’의 일환이다. 한미는 주한미군 전략적 유연성과 관련하여 2006년 1월에 “한국민의 의지와 관계없이 동북아 지역 분쟁에 개입되는 일은 없을 것이라는 한국의 입장을 존중한다”는 내용을 포함한 공동성명을 발표한 바 있지만, 최근 미국은 주한미군의 성격을 대중국 기지로 ‘현상 변경’하겠다는 메시지를 줄곧 내비치고 있다. 미군기지 확장은 협상 카드 중 하나로 가볍게 다뤄질 문제가 아니다. 소문으로 그친다면 다행이지만 만약 실체가 있는 것이라면 즉시 중단해야 한다.
미군기지 확장은 전쟁위기를 고조시키고 군산과 전북에 그 피해를 고스란히 안기는 결과를 낳을 뿐이다. 주한미군 기지의 중국 봉쇄는 중국의 해양 전력 강화의 명분이 되며 상호 군비를 증강하는 악순환의 고리가 될 것이다. 또한 전쟁이 발발할 경우 기지가 존재하는 곳이 최우선 공습 대상이 될 것임은 뻔한 일이다.
힘에 의한 평화란 없다. 군산을 미국에 할양하려는 시도가 뜬소문에 불과하길 바란다.

The Construction of a U.S. Navy MRO Base in Gunsan Is an Attempt to Establish a “One Theater” — It Must Be Stopped Before It Escalates the Risk of War!
There are rumors circulating in financial circles that the South Korean government has proposed building a U.S. Navy MRO (Maintenance, Repair, and Overhaul) base in Gunsan as a bargaining chip in tariff negotiations with the United States. The proposal is reportedly a response to the U.S. government’s request, under the Trump administration, to establish a U.S. Navy MRO base on the West Sea.
Since the beginning of the Trump administration, the United States has demanded South Korea’s cooperation in the shipbuilding sector. In line with this trend, major South Korean shipbuilding companies such as HD Hyundai Heavy Industries and Hanwha Ocean have actively participated in bids for U.S. Navy MRO projects. The recent rumors go beyond simple MRO cooperation and suggest a significant military expansion by building a permanent U.S. Navy maintenance base in Gunsan.
The U.S. military bases along South Korea’s west coast — spanning Pyeongtaek, Gunsan, and Jeju — have been steadily reinforced to support the United States’ strategy of containing China’s maritime expansion. A particular concern is the shifting role of the Gunsan base. In April this year, Asahi Shimbun in Japan reported that the Japanese government had proposed to the U.S. to treat the East and South China Seas as a single “One Theater.” Although the Japanese government denied the report, this concept implies that U.S. Forces Korea would intervene in the event of a Taiwan-related conflict. Around the same time, Yonhap News reported that the U.S. military was considering the permanent deployment of an F-35A squadron (20 aircraft) at the Gunsan base. In this context, the rumor about building a U.S. Navy MRO base cannot be dismissed lightly.
If the rumor turns out to be true, it would mark a turning point, transforming Gunsan — along with the Saemangeum airport military expansion — into a forward base integrated into operations in the South China Sea. At that point, the role of the U.S. military base in Gunsan would shift from “defending Korea” to becoming an anti-China base capable of conducting joint operations with U.S. Forces Japan during a conflict in the South China Sea.
This is part of what’s known as the “strategic flexibility” of U.S. Forces Korea. In January 2006, South Korea and the U.S. issued a joint statement declaring that U.S. troops would not be deployed to regional conflicts “without the consent of the Korean people.” However, the U.S. has increasingly sent signals of a shift toward redefining U.S. Forces Korea as a base aimed at China. The expansion of U.S. military bases is not a matter that should be treated lightly as a bargaining chip. If this rumor is false, all the better — but if it has any substance, it must be immediately halted.
Expanding U.S. military presence only increases the risk of war, placing the burden and danger squarely on the shoulders of the residents of Gunsan and North Jeolla Province. Using U.S. Forces Korea to contain China provides justification for China’s maritime military buildup, fueling an arms race and escalating tensions. In the event of war, it is evident that the base would become a primary target for airstrikes.
There is no such thing as peace through force. We hope that this attempt to virtually hand over Gunsan to the United States is nothing more than an unfounded rumor.
